Why “knowledge” economy and policy?

Knowledge seems like reasonable shorthand for both information and innovation; neither of the latter two words is adequate to capture all aspects of what now passes for the “IP” economy and policy. Knowledge comes closer than either one, and writing information/innovation everywhere is tedious. Knowledge is also reasonable shorthand for all kinds of knowledge economy products and policy subjects, e.g., culture, data, design, education, research, software.
